Create package without automatic activation VIP site license

We are migrating to VIP from EEA site license next year. The new licensing type allows for deployment to student or teacher-owned devices.  For liability, student information security, and network security reasons, we are trying to create a process for allowing licenses on these student or teacher-owned devices. 

 

Is there a way to create a package without automatic activation enabled?  Perhaps where the user may install for example, the CC Desktop app, and install a trial of Photoshop?  Then we simply send them a CCP - created license file, which they use to convert their trial, named license to a device license from the school's inventory?  If we did send the end-user a school-inventory license file, can that license file be used again? (could the student pirate the license file to a friend's computer)

 

The goal is to allow the end-user to own the process for downloading/accepting liability for installing on their machine.  On the school's side, we would not want to work directly on a non-district-owned machine, nor connect a non-district-owned machine directly (wired) to our network.
