Having problems installing AUSST. It keeps exiting with Code 3 (Could not create Folder).

I am trying to set up AUSST on a Windows server but it keeps failing with exit code 3. I have tried setting up IIS7 and Apache2.4 and have given all users full control of the folders. If I create the update folder before running the command then it recognises the folder is there and asks if it is OK to delete it. The folder then disappears but the command fails to create the new folder. I have tried running the Command Prompt as Administrator and with my normal admin account but I get the same message.
